BACKGROUND

 

On May 26, 2021 in Council Resolution No. 21-0927, the City Council adopted two documents. First, City of Dallas Economic Development Policy: Economic Growth and Social Progress for All was adopted as the city’s economic development policy. Second, Briefing Paper on Establishing a New Economic Development Entity - City of Dallas was adopted as a set of recommendations for creation of a new economic development entity. On that same date council also approved formation of an economic development advisory task force to guide the creation of the economic development entity and the implementation of the economic development policy.

 

To assist with implementation of both documents, staff recommends the engagement of HR&A Advisors, Inc. (HR&A) and TIP Strategies as consultants. Each consultant was engaged in accordance with Section 10.6.6 of Administrative Directive 4-05. HR&A proposes to help the City of Dallas implement the economic development policy by providing embedded capacity from the date of this resolution through December 31, 2022. HR&A will engage stakeholders, convene and manage the proposed task force, refine the policy and its associated metrics based on input and best practices, and work across departments to prepare policies and processes in conformance with the policy. HR&A will deliver these services for $1,296,000.00 to be paid in equal monthly installments of $72,000.00 per month. The contract will be terminable by the City of Dallas on 15 days’ notice.

 

 

 

 

TIP Strategies proposes to help the City of Dallas create the new economic development entity. The term of the contract will begin on the date of this resolution and will terminate on December 31, 2022. The scope of work for TIP Strategies will include the necessary components to assist the City of Dallas with standing up the new economic development organization. TIP Strategies will provide these services for $800,000.00 to be paid in monthly installments. The contract will be terminable by the City of Dallas on 15 days’ notice.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On April 5, 2021, the economic development policy and recommendations related to the creation of an economic development entity were briefed to the Economic Development Committee.

 

On May 26, 2021, the City Council approved (1) adoption of City of Dallas Economic Development Policy 2022-2032; (2) adoption of the recommendations for formation of a new economic development entity contained in Briefing Paper on Establishing a New Economic Development Entity - City of Dallas; and (3) creation of an advisory task force to guide the implementation of items (1) and (2) by Resolution No. 21-0927.
