BACKGROUND

 

On May 13, 2020, City Council authorized a construction services contract with Kantex Industries, Inc. for corrosion prevention improvements to three priority water transmission pipelines.  The project includes the bonding of pipeline joints to establish electrical continuity, the installation of anodes and test stations for corrosion prevention, as well as valve and manhole improvements for better access to the pipelines for both construction and future operation and maintenance.  Improvements were designed and recommended by engineers specializing in the field of corrosion protection following assessments of the 54-inch, 84-inch, and 90-inch diameter pipelines.

 

This action will authorize Change Order No. 1 to the construction services contract with Kantex Industries, Inc., for the installation of additional test stations, pipeline joint bonds, and dewatering services to provide dry workable conditions inside the pipe.  Field evaluations by the contractor determined that additional test stations and pipeline joint bonds were needed to establish electrical continuity in the 84-inch water pipeline.  During the bonding operations, the contractor will also need to employ additional dewatering pumps and resources to keep the pipelines dry for worker safety and the integrity of the welded joint bonds.

 

Since 2003, Dallas Water Utilities has been proactive with its corrosion prevention program by systematically inspecting, evaluating, and implementing corrosion prevention measures for critical, large-diameter pipelines.  These improvements will reduce the potential for service interruptions, reduce the risk of costly and catastrophic pipeline failures, and extend the service life of critical water transmission pipeline assets.
