BACKGROUND

 

On May 28, 2021, Dallas Water Utilities (DWU) staff investigated a 60-inch diameter pipeline failure within the Southside Wastewater Treatment Plant near the intersection of Cattle Egret Trail and Bob White Lane.  DWU determined that the resources of a private construction company would be necessary for emergency repairs due to the size and the depth of the main and volume of wastewater required to be bypassed during replacement activities.

 

Crescent Constructors is currently performing construction services at the Southside Wastewater Treatment Plant, under a contract authorized by City Council on August 26, 2020, and was able to perform the necessary repairs to the pipeline.  The emergency repair consisted of excavating 35-feet deep, removing the collapsed 60-inch diameter pipe, replacing 20 feet of pipe, repairing 76 feet of 18-inch diameter pipe affected by the failure, and backfilling the excavation to match the adjacent ground surface.  The contractor will also need to relocate 420 feet of 4-inch and 18-inch plant utility drain lines that were impacted by the failure, which will be done before the conclusion of their contract.

 

This action will ratify the additional construction services needed for the emergency repair work associated with the pipeline failure at the Southside Wastewater Treatment Plant. The failure was critical to address to avoid further wastewater overflows and the eventual flooding of surrounding neighborhoods.  In addition, the pipeline transports a significant amount of wastewater flow from southeast Dallas to the wastewater treatment plant.
