BACKGROUND
Opened in 2003, the Latino Cultural Center (LCC) is a multidisciplinary arts center and regional catalyst for the preservation, development and promotion of Latino and Hispanic arts and culture. The LCC was designed by Ricardo and Victor Legorreta, and includes the Oak Farms Dairy Performance Hall (a 300-seat theater), a gallery, sculpture courtyards, a multipurpose room, and a plaza for outdoor events. A contract for the expansion design, using available funding from the 2006 Bond Funds, was approved by City Council on February 13, 2019. The expansion, which includes a multi-form theater, and the resident company agreements address priorities related to equity, diversity, space, support for artists, and a sustainable arts ecosystem as identified in the Dallas Cultural Plan 2018, adopted by City Council on November 28, 2018.
To fulfill strategies and tactics identified in the Dallas Cultural Plan 2018, the Office of Arts and Culture worked with two professional Latinx theater companies, Cara Mia Theatre Company (CMTC) and Teatro Hispano de Dallas (TD), each of which has a long history of creating impactful theater in Dallas and beyond, to develop Resident Company Use Agreements. These agreements were approved unanimously by City Council in December 2019, and made the Latino Cultural Center the only municipal arts center in the United States to boast of two professional resident Latinx theater companies, setting a new standard for equitable representation for Latinx theater in the nation.
A mutual obligation of the Resident Company Use Agreements was a commitment to a consolidated capital campaign by Office of Arts and Culture leadership, CMTC, and TD with a $500,000.00 goal for betterments to the new multi-form theater space and supporting areas. To date, over $350,000.00 has been raised by the three parties, with the acceptance of City-raised donations of $100,000.00 authorized by City Council in March 2020. Various private donors have contributed to the LCC Consolidated Capital Campaign for the $250,000.00 proposed in this action: Cara Mia Theatre Company Board of Directors ($100,000.00), Dr. Catalina Garcia ($50,000.00), and anonymous donors ($100,000.00). These funds are currently held in a Charitable Giving Fund with the Communities Foundation of Texas.
This action seeks to authorize the acceptance of these funds so that they may be deposited for the Latino Cultural Center Consolidated Capital Campaign within the Office of Cultural Affairs Gifts and Donations Fund, and so that betterments for the multi-form theater may be procured in accordance with state law. The donation of additional funds is anticipated in advance of the contractual December 31, 2021 Consolidated Capital Campaign deadline, and the donations will be brought forth to City Council for consideration shortly thereafter.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On November 28, 2018, City Council authorized the adoption of the Dallas Cultural Plan 2018 and an updated Dallas Cultural Policy by Resolution No. 18-1683.
On December 11, 2019, City Council authorized a Resident Company Use Agreement with Cara Mia Theater Co. and a Resident Company Use Agreement with Teatro Hispano de Dallas by Resolution No. 19-1905.
On March 25, 2020, City Council authorized the acceptance of a $100,000.00 donation for the Latino Cultural Center from Gabriella Tower, LLC on behalf of Biscuit Holdings, Ltd. by Resolution No. 20-0469.
On February 24, 2021, City Council authorized the First Amendment to the Use Agreement with Cara Mia Theater Co. and the First Amendment to the Use Agreement with Teatro Hispano de Dallas to extend the deadline for the $500,000.00 Consolidated Capital Campaign from March 31, 2021 to December 31, 2021, by Resolution No. 21-0395.
