BACKGROUND

 

This action will ratify an emergency construction services contract with Gibson & Associates, Inc., the only bidder for emergency bridge repairs on the Fitzhugh Bridge south of Fair Park and the Marsalis Bridge over the ticketing area of the Dallas Zoo.

 

The Texas Department of Transportation (TxDOT) provided the Department of Public Works (PBW) with a bridge inspection on the Fitzhugh Bridge, TxDOT Bridge No. 18-057-09F43-600-12, with a superstructure critical rating of 4, requiring immediate repair.  While the city procured the emergency design services, a lane was closed on the Fitzhugh Bridge.  This closure came at the recommendation of Wiss, Janney, Elstner, Inc. (WJE), PBW’s bridge consultant, to keep the bridge safe to the traveling public.

 

The Department of Public Works worked with the Dallas Zoo regarding concerns they had regarding the Marsalis Bridge, TxDOT Bridge No. 18-057-09M19-00-001, over the Zoo’s ticketing area.  Wiss, Janney, Elstner Associates, Inc. was doing an inspection of the underside of the Marsalis bridge deck when damage to bridge bearings was noticed.

 

The Department of Public Works began an emergency procurement with Wiss, Janney, Elstner Associates, Inc. for both bridge structures.  Since both the Fitzhugh and Marsalis Bridges are steel bridges, the two projects were bid together.

 

Construction services were also procured through emergency procurement procedures and are exempt from competitive bidding. The construction plans, insurance, and bonding requirements were emailed to the following five contractors with known previous steel bridge experience:

                     Choctaw Erectors, Inc.

                     *Alamo Bridge & Road, LLC

                     SCR Civil Construction, LLC

On the Fitzhugh Bridge, the plans call for the contractor to open the manholes to access all the steel box girders and repairs to the box girder on the north side of the bridge. Once the manholes, which PBW has not been able to open, are accessible, additional WJE will perform construction inspection services to determine if there is any additional damage that needs to be addressed.

 

On the Marsalis Bridge, the work will be to restore and repair at least five bridge beam bearings, centralized on one span of the bridge. During the construction, WJE will provide construction inspection services and determine if additional repairs are needed.
