Authorize a professional engineering services contract to design a shared use path along Elam Road from Pemberton Hill Road and North Jim Miller Road and to design pedestrian improvements near the Ignacio Zaragoza Elementary School - Criado & Associates, Inc., only proposer - Not to exceed $433,735.00 - Financing: Bike Lane Fund ($200,000.00), Street and Transportation Improvements Fund (2006 General Obligation Bond Fund) ($223,736.00), Street and Transportation Improvements Fund (2012 General Obligation Bond Fund) ($9,999.00)

BACKGROUND
The Regional Transportation Council (RTC) awarded $1,962,980.00 for the construction of a shared use path along Elam Road between Pemberton Hill Road and North Jim Miller Road approximately one mile long as a safe route to school project with their Transportation Alternatives Program. This Program is intended to promote on- and off-road pedestrian and bicycle facilities, shared-use paths, and related pedestrian and bicycle safety countermeasures. This grant program requires local funding for engineering design and environmental review.
Secondly, the RTC awarded $325,661.00 for the construction or reconstruction of sidewalks, crosswalks, curb ramps, signage, pedestrian signalization, traffic calming treatments, and crossing safety improvements near the Ignacio Zaragoza Elementary School.
