BACKGROUND

 

This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.

 

This cooperative purchasing agreement will provide for the purchase of speed cushions and installation. Speed cushions are a series of small speed humps installed across the width of the road. These cushions are made from recycled rubber and are designed to be wide enough to slow cars while narrow enough for emergency vehicles to straddle. Speed cushions are ideal for streets where emergency response time is a concern. This item is essential for traffic management control, specifically speeding, and safety of the City's residential roadways.  The Department of Transportation introduced speed cushions as a traffic control measure in 2018 in lieu of standard asphalt road humps and has seen success with the installation thus far.  Speed cushions are essential to Traffic Safety Engineering solution toolbox as we strive to improve safety and reduce speeding through traffic engineering.

 

The National Cooperative Purchasing Alliance cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
