BACKGROUND

 

This action will authorize a construction services contract with DDM Construction Corporation for the construction of CBD Fair Park Link from Hall Street to Main Street.

 

The CBD Fair Park Link project was funded in the 2003, 2006 and 2017 bond programs under the intergovernmental partnership and thoroughfare categories. Since it is a new roadway with no existing right-of-way (ROW), City Council approved the alignment for CBD Fair Park Link from Hall Street to Interstate Highway (IH) 30 on December 9, 2009. This new roadway is proposed to serve as an arterial connector road from the Central Business District (CBD) area to eventually link to Fair Park. The decision was made to implement the project in phases as shown below:

 

                     CBD Fair Park Link Phase I - Hall Street to Main Street

                     CBD Fair Park Link Phase II - Main Street to IH-30

 

The Phase I scope of work includes the construction of 1,425 linear feet of roadway with four 11-foot-wide lanes divided with 15-foot wide median, 10-inch thick reinforced concrete pavement, storm drainage, 6-foot wide sidewalks, 5-foot wide bike lanes, and water and wastewater main improvements. It also includes:

 

                     Streetscape improvements including landscaping and irrigation.

                     Elm Street intersection improvements at Dallas Area Rapid Transit (DART) rail to accommodate DART requirements.

                     Modification of the existing DART crossing gate arms and flashers at the Elm Street/Exposition Avenue intersection.

                     Traffic signals at Hall Street, Elm Street, and Main Street intersections, and light emitting diode pedestrian lighting.

 

DDM Construction Corporation is a Dallas-based corporation, operating within the corporate city limits of Dallas, Texas.
