BACKGROUND

 

This acquisition contract will provide equipment, parts, and labor to install public safety equipment on a donated helicopter for the Police Department.  The Police Department (DPD) will use the helicopter for day-to-day air support. The helicopter must be outfitted with law enforcement and public safety equipment in order to perform effectively and be interoperable with the City's existing helicopters.  Equipment installed through this contract includes, but is not limited to, an upgraded digital camera system, camera video recorder, and mapping system.  An existing contract will cover maintenance, support, warranty, and cloud-based video storage.

 

On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141.  The current calculated living wage during the solicitation process of this contract is $15.21; the selected vendor meets this requirement.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On May 23, 2018, City Council authorized an acquisition contract for the purchase and installation of an upgraded digital camera system, digital video recorder, and mapping system for the Dallas Police Department Helicopter Unit; and a four-year service contract, with two one-year renewal options, for maintenance, support, warranty, and cloud based video storage for the Dallas Police Department Helicopter Unit with CNC Technologies, LLC by Resolution No. 18-0757.
