BACKGROUND
The Regional Transportation Council (RTC) awarded $3,836,092.00 for the construction of a shared use path along Ross Avenue from Greenville Avenue to Interstate Highway (IH) 345 through their Transportation Alternatives Program approximately 1.8 miles long. This grant program is intended to promote on- and off-road pedestrian and bicycle facilities, shared-use paths, and related pedestrian and bicycle safety countermeasures. This program requires local funding for engineering design and environmental review.
If approved, this action will authorize a professional engineering services contract with Criado & Associates, Inc. to design a shared use path along Ross Avenue from Greenville Avenue to IH 345. There will be opportunities for project stakeholders and the public-at-large to provide input to the City early in the design process. This feedback will be incorporated into the project design.

On May 27, 2020, City Council authorized the support of applications for funding for eleven candidate projects to the North Central Texas Council of Governments through the Transportation Alternatives Program for cost reimbursement in the Active Transportation and Safe Routes to School (SRTS) categories for the Zaragoza, Rosemont, and Elam SRTS improvements; Ross Avenue Shared Use Path, Southern Design District Mobility Connection Projects, Dallas Executive Airport Streetscape Enhancements Phase 1 (Ledbetter), Lemmon Avenue Streetscape Enhancements, Coombs Creek and Five Mile Creek Trails and the Uptown Pedestrian Link, Uptown Pedestrian Link, and Northaven Trail Phase 1B by Resolution No. 20-0824.

Up to $3,836,092.00 in grant funds will be used to fund the construction of the shared use path on Ross Avenue. Receipt of these grant funds and the award of a construction contract will be brought back to City Council for consideration at a future date. There is no maintenance funding commitment at this time.

PROCUREMENT INFORMATION
In May 2021, the Department of Transportation requested proposals from the five previously short-listed transportation consulting firms: BGE, Inc., Criado & Associates, Inc., Freese and Nichols, HDR, Inc., and Lee Engineering, LLC.
A three-member committee of professional engineers and planners from the following departments reviewed and evaluated the proposals:
