BACKGROUND

Texas Administrative Code Title 25, Part 1, Chapter 157, Subchapter A; Rule 157.2 requires Biomedical On-Line Supervision of the City of Dallas Fire-Rescue paramedics. The City issued a Request for Proposal No. PA0000357 for Biomedical On-Line Supervision for the Dallas area emergency medical system.

The BioTel system, staffed by Parkland Health and Hospital System physicians and nurses, was created on July 1, 1980 to provide medical assistance, advice, and provide a pre-hospital emergency medical control system concerning emergency medical services for the paramedics in the field via radio and telemetered patient data. The services are to be performed according to acceptable standard medical practices and to conform in every respect to the following documents:

(i) The Dallas County Hospital Direct Scope of Service for On-line Medical Control for the BioTel EMS System (Scope of Services); and
(ii) City's Requirements as described through contract.

This service also provides for implementation and maintenance of the Comprehensive Trauma Plan endorsed by City Council in February 1993.




PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
