Authorize (1) an agreement with the Texas Health and Human Services Commission for the receipt of funds in an amount not to exceed $125,000.00 from the Sex Trafficking Prevention Needs Assessment Grant Program (Grant/Contract No. TBD) for the period of September 1, 2021, through August 31, 2022; (2) the establishment of appropriations in the amount not to exceed $125,000.00 in the Sex Trafficking Prevention Needs Assessment Grant Program FY22 Fund; (3) the receipt and deposit of funds in an amount not to exceed $125,000.00 in the Sex Trafficking Prevention Needs Assessment Grant Program FY22 Fund; (4) an In-Kind Contribution in an amount not to exceed $130,255.00; and (5) execution of the Sex Trafficking Prevention Needs Assessment Grant and all terms, conditions, and documents required by the agreement - Total not to exceed $255,255.00 - Financing: Texas Health and Human Services Commission Grant Funds ($125,000.00) and General Fund ($130,255.00) (subject to appropriations)

BACKGROUND
This grant will allow the City the opportunity to partner with a research partner, the Institute for Urban Policy Research (IUPR) at the University of Texas at Dallas, to study the prevalence of sex trafficking in the City of Dallas jurisdiction.
Funds from this grant will allow the Institute for Urban Policy Research (IUPR) at the University of Texas at Dallas to complete a comprehensive study that will follow up on the 2014 Urban Institute study and provide the necessary information on prevalence and needs for funding for the City of Dallas. Understanding the prevalence and needs will provide empirical evidence to back data-driven policy and budgets.
