BACKGROUND

This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

This service contract will provide for an online records system for pawned and second-hand property transactions for the Police Department. This database provides the Police Department Fusion Center with the ability to search nationwide pawnshops and secondhand store transactions and records and is used for criminal investigations. This database provides names, date of birth, addresses, and telephone numbers of individuals who sell property through pawn shops. The database system provides information that describes the property that is being sold and ties the property to the person involved with the transaction. All pawn shops are required, by the State of Texas, to report all secondhand property transaction to local law enforcement.

A five-member committee from the following departments reviewed and evaluated the qualifications:

* Police Department (3)
* Office of Procurement Services (1)*

*The Office of Procurement Services evaluated cost and local preference, if applicable.
