BACKGROUND

 

The project as bid consisted of heating, ventilation, air conditioning and refrigeration (HVACR) maintenance, repairs, minor replacements, and on-call repair services for approximately 3,600 pieces of equipment at Dallas Water Utilities (DWU) facilities located in Dallas, Carrollton, Sunnyvale and at DWU lake facility properties.

 

On December 4, 2020, two bids were received for the project. After receiving bids for the project, DWU began transitioning its HVACR assets into the City’s work order and asset management system and implementing organizational changes to its maintenance program. The new program will include dedicated asset managers at each DWU facility, as well as procurement through a master agreement with multiple vendors to perform repair and maintenance activities at over 270 buildings. These changes will provide a more efficient and cost-effective process for maintaining DWU’s HVACR assets.

 

DWU is currently working with the Office of Procurement Services on a city-wide HVACR master agreement which is planned to be presented to the City Council for approval on October 13, 2021. In the best interest of the City of Dallas, DWU is recommending rejection of the bids received and participation in the new city-wide master agreement.
