BACKGROUND

This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

These service contracts will provide programs that address Drivers of Poverty identified in the Mayor's Task Force on Poverty for the Office of Community Care. An updated briefing in 2018 identified specific "drivers" that contribute to high poverty rates in the City, including:

* Sharp decline in median income and the declining share of middle-income households/increasing numbers of "Have" and "Have-Nots" neighborhoods
* Lack of affordable transportation neighborhoods of concentrated poverty (which are increasing)
* High number of households with children living in poverty
* Lack of educational attainment
* High percentage of limited English-proficiency residents
* High teen birth rates
* High poverty rates for single women heads of households with children
