Title
Authorize a one-year service contract for programs to mitigate Drivers of Poverty for the Office of Community Care - International Rescue Committee in the amount of $227,426, Dallas Leadership Foundation in the amount of $449,787, Harmony Community Development Corporation in the amount of $225,000, CitySquare in the amount of $375,587, and After-School All-Stars in the amount of $155,000, most advantageous proposers of sixteen - Total not to exceed $1,432,800 - Financing: General Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
These service contracts will provide programs that address Drivers of Poverty identified in the Mayor’s Task Force on Poverty for the Office of Community Care. An updated briefing in 2018 identified specific “drivers” that contribute to high poverty rates in the City, including:
• Sharp decline in median income and the declining share of middle-income households/increasing numbers of “Have” and “Have-Nots” neighborhoods
• Lack of affordable transportation neighborhoods of concentrated poverty (which are increasing)
• High number of households with children living in poverty
• Lack of educational attainment
• High percentage of limited English-proficiency residents
• High teen birth rates
• High poverty rates for single women heads of households with children
Programs approved by this action will specifically address food accessibility programs, client assistance programs such as rental assistance and legal assistance, community mental health programs, and youth development programs.
A five-member committee from the following departments reviewed and evaluated the qualifications:
• Office of Community Care (2)
• Office of Economic Development (1)
• Office of Homeless Solutions (1)
• Office of Procurement Services (1)*
*The Office of Procurement Services evaluated cost and local preference, if applicable.
The committee selected the successful respondents on the basis of demonstrated competence and qualifications under the following criteria:
• Capacity 30 points
• Program 45 points
• Budget 20 points
• Local Preference 5 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The current calculated living wage during the solicitation process of this contract is $12.38; the selected vendor meets this requirement.
