Authorize (1) an Interlocal Agreement with the Texas Department of Transportation (TxDOT) through a grant from the Department of Transportation Federal Highway Administration (Agreement No. CSJ 0918-47-250, etc., CFDA No. 20.205) for the Highway Safety Improvement Program (HSIP) in the amount of $375,884.54 to provide cost reimbursement for material and labor costs incurred by the City for the reconstruction of five traffic signals and associated off-system intersection improvements; (2) the establishment of appropriations in the amount of $375,884.54 in the HSIP Five Traffic Signals Improvement at Corinth fund; (3) the receipt and deposit of funds in the amount of $375,884.54 in the HSIP Five Traffic Signals Improvement at Corinth fund; and (4) execution of the Interlocal Agreement and all terms, conditions, and documents required by the agreement - Total amount of $375,884.54 - Financing: Texas Department of Transportation Grant Funds

BACKGROUND
The Texas Department of Transportation (TxDOT) is reconstructing five traffic signals and associated off-system intersection improvements at: Corinth Street at Morrell Avenue; Camp Wisdom Road at Polk Street; Eighth Street at Marsalis Avenue; Hampton Road at Kiest Boulevard; and Hampton Road at Wheatland Road. The traffic signal improvements at the intersections will include upgrades to pedestrian features, signage, pavement marking, and construction of traffic signals.
To remain consistent with other equipment in the City-wide system, the City of Dallas will provide a controller, cabinet, radar detection equipment, traffic signs, and battery backup equipment for the project. TxDOT will reimburse the City for material and labor costs.

On September 25, 2019, the City Council authorized a Local Project Advance Funding Agreement with the Department of Transportation in the amount of $2,035,743.00 for a U.S. Department of Transportation - Federal Highway Administration 2018 Highway Safety Improvement Program Grant (Agreement No. CSJ 0918-47-250, etc., CFDA No. 20.205) in the amount of $1,571,936.00 as Federal participation and $99,253.00 as State participation to design, upgrade, and construct five traffic signals and associated off-system intersection improvements at: Corinth Street at Morrell Avenue, Camp Wisdom Road at Polk Street, Eighth Street at Marsalis Avenue, Hampton Road at Kiest Boulevard, and Hampton Road at Wheatland Road by Resolution No. 19-1491.
