Authorize a construction services contract for electrical and Supervisory Control and Data Acquisition System improvements at the Southside Wastewater Treatment Plant - Archer Western Construction, LLC, lowest responsible bidder of two - Not to exceed $44,624,500.00 - Financing: Wastewater Capital Improvement G Fund ($30,000,000.00) and Wastewater Capital Improvement F Fund ($14,624,500.00)

BACKGROUND
The City of Dallas owns and operates two wastewater treatment plants with a combined capacity of 280 million gallons per day. The Southside Wastewater Treatment Plant is located in southeast Dallas and is permitted to treat an average annual flow of 110 million gallons of wastewater per day. Certain electrical and Supervisory Control and Data Acquisition (SCADA) infrastructure at the plant has reached the end of its service life. All hardware and software associated with the current SCADA System is obsolete and not supported by the original manufacturers. In addition, the influent screening facility has experienced equipment failures and is not operating efficiently. These issues have resulted in increased operation and maintenance costs and if not addressed, put the plant at higher risk for equipment failures and permit violations.
This action will authorize a construction services contract with Archer Western Construction, LLC for improvements to the electrical infrastructure, SCADA Systems, and bar screens. Improvements will include replacement of SCADA infrastructure, workstations, servers, network wiring, Load Center Stations, Motor Control Centers, and associated 15 kV cables and conduits that have reached the end of their service life. The work also includes the installation of variable frequency drives on several pumps to improve efficiency and reliability, as well as replacing all six bar screens and influent piping at Influent Pump Station C. These targeted improvements will replace aging infrastructure and reduce electrical costs through the use of newer, more efficient technology. Improved automation and control also allow staff to optimize treatment operations by improving reliability, consistency and minimizing treatment cost. Further, these improvements were identified in the 2010 Wastewater Facilities Strategic Plan and are critical to ensure continued, reliable treatment of wastewater.
