BACKGROUND
South of McCallum Boulevard, Hillcrest Road currently operates as a six-lane divided roadway in 100 feet of right-of-way. The existing railroad crossing of Hillcrest Road just south of McCallum Boulevard is an at-grade crossing. Hillcrest Road north of McCallum Boulevard is a four-lane divided roadway.
Dallas Area Rapid Transit (DART) has requested an amendment to the City of Dallas Thoroughfare Plan to reduce Hillcrest Road between Campbell Road and McCallum Boulevard from a six-lane divided roadway (M-6-Da) to a four-lane divided roadway that retains the existing 100-foot right-of-way (SPCL 4D). The purpose of the requested amendment is to facilitate a grade-separated crossing of the future DART Silver Line Rail at Hillcrest Road. Hillcrest Road would pass under the DART rail line. This would minimize impacts to the adjacent properties, impacts to safety, inconvenience to businesses, residents, and the road users at large, and reduce the construction timeline.
The implementation of the amendment and conversion of Hillcrest Road between Campbell Road and McCallum Boulevard to a four-lane divided roadway would be completed in two phases. Phase one-Hillcrest Road between McKamy Boulevard and McCallum Boulevard-will be completed by DART as part of the Silver Line construction. This phase will include dedicated right-turn lanes at McCallum Boulevard, Wester Way, and McKamy Boulevard, and the construction of a new traffic signal at McKamy Boulevard. Phase two-Hillcrest Road between Campbell Road and McKamy Boulevard-would be added to the City of Dallas Needs Inventory to be completed when there is funding available and it is identified as a priority for implementation. Phase two would consist of reducing the number of lanes and improve pedestrian facilities to accommodate the four-lane configuration.

No driveways or on-street parking will be affected by this proposed Thoroughfare Plan amendment.
Staff recommends approval of the requested amendment to the City of Dallas Thoroughfare Plan that would change the dimensional classification of Hillcrest Road between Campbell Road and McCallum Boulevard from a six-lane divided roadway (M-6-Da) in 100 feet of right-of-way to a special four-lane divided roadway (SPCL 4D) in 100 feet of right-of-way.

On September 24, 2021, the City Plan Commission Thoroughfare Committee acted on this item and followed staff recommendation.
On October 21, 2021, the City Plan Commission acted on this item and followed City Plan Commission Thoroughfare Committee’s recommendation.
