Authorize the (1) acceptance of two grants from the Institute of Museum and Library Service through the Texas State Library and Archives Commission (TSLAC) for the State Fiscal Year (SFY) 2022 Special Projects (Grant No. SPP-22004 Federal ID No. LS-249990-OLS-21, CFDA No. 45.310) in the amount of $74,934.00 for the period September 1, 2021 through August 31, 2022 and a interlibrary loan reimbursement grant (Grant No. 902457/FAIN No. LS-246193-OLS-20, CFDA No. 45.310) in the amount of $20,000.16; (2) establishment of appropriations in an amount not to exceed $74,934.00 in the TSLAC-Special Projects Grant Fund and $20,000.16 in the Interlibrary Loan 20-21 Fund; (3) receipt and deposit of funds from the Texas State Library and Archives Commission in an amount not to exceed $74,934.00 in the Special Projects Grant Fund and $20,000.16 in the ILL 20-21 Reimbursement Fund; and (4) execution of the grant agreement and all terms, conditions, and documents required by the grant agreement - Total not to exceed $94,934.16 - Financing: Texas State Library and Archives Commission Grant Funds

BACKGROUND
Texas State Library and Archives Commission (TSLAC) awards competitive grants to libraries across the state to public and academic libraries to support literacy and educational initiatives. The City of Dallas, Dallas Public Library, has been awarded one of these grants.
The TSLAC Special Projects 2022 will provide support for a new Music Equity Program at the Dallas Public Library that will provide access to music education and musical instruments to Dallas residents in neighborhoods with low-income families and higher percentages of people of color. Through group music lessons, the Library will expose children, adults, and seniors to stringed instruments, group play, and performance. The TSLAC Special Projects 2022 Grant will support the hiring of two part-time music instructors and the purchase of instruments. The Music Equity program will be conducted through in person classes located at the Vickery Park Branch Library and the Hampton-Illinois Branch Library.
Interlibrary Loan (ILL) is a service that allows customers to request materials owned by another library system. The Dallas Public Library provides interlibrary loan services with reimbursement from the Texas State Library Commission to cover costs associated with this service. The Texas State Library Commission is disbursing reimbursement payments to Texas public libraries who made interlibrary loan lends in State Fiscal Year 2021. The Dallas Public Library completed 2,448 lends using the Navigator ILL System in State Fiscal Year 2021 and will receive a total payment of $20,000.16.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 23, 2020, City Council authorized the acceptance and execution of the Special Projects Grant Program from the Museum and Library Service through the TSLAC by Resolution No. 20-1427.
On October 28, 2020, City Council authorized the acceptance of a interlibrary loan reimbursement grant from the Institute of Museum and Library Service through the TSLAC by Resolution No. 20-1692.
