BACKGROUND
In Summer 2021, AARP named the City of Dallas as a grantee in their fifth annual Community Challenge Grant Award. The Department of Transportation submitted the grant application for pedestrian and signal improvements at the intersection of Elam Road and North Jim Miller Road to provide safe connectivity to people of all ages and abilities accessing school from the multifamily residences on the east side of Jim Miller Road as well as access for residents who live on Elam Road west of the intersection to churches located on the east side of Jim Miller Road.
The proposed scope of work for this project is to upgrade the traffic signal and associated crosswalks through the installation of radar equipment, an upgraded controller, and refreshed pavement markings. The project will build on the work planned with the Safe Route to Schools (SRTS) funding the City received from the North Central Texas Council of Governments (NCTCOG) program for improved accessibility to schools on Elam Road from Pemberton Hill Road to Jim Miller Road in the Pemberton Hill neighborhood. The goal of this SRTS project is to improve the safety and comfort of pedestrian and bike facilities along Elam Road to encourage more students and families of the area elementary and middle schools to choose active transportation as a commute option for travel to and from school. The path will also provide a direct connection to the Trinity Spine Trail and the planned shared use pedestrian, bike, and equestrian path currently under design for the Pemberton Hill Road Complete Street Bond Project. However, NCTCOG’s grant funds were limited and excluded the upgrade of the crosswalk.
