Title
Authorize a one-year service contract, with two one-year renewal options, for emergency shelter services for the homeless for the Office of Homeless Solutions - Bridge Steps dba The Bridge in the amount of $250,000, The Family Place in the amount of $90,000, and Shared Housing Center, Inc. in the amount of $48,000, most advantageous proposers of eight - Total not to exceed $388,000 - Financing: 2020 CARES Act Relief ESG #2 Fund

BACKGROUND
The contracts will provide for emergency shelter services for the homeless. Grant funding for these contracts will provide programming to support the homeless response system by improving the number and quality of emergency shelters for homeless individuals and families. Additionally, these contracts will assist organizations in operating homeless shelters and provide essential services to shelter residents. This program may also provide funds to provide emergency shelter services during inclement weather.
A five-member committee from the following departments reviewed and evaluated the qualifications:
• Department of Housing & Neighborhood Revitalization (2)
• Department of Information and Technology Services (1)
• Office of Budget and Management Services (1)
• Office of Community Care (1)
The committee selected the successful respondents on the basis of demonstrated competence and qualifications under the following criteria:
• Experience 35 points
• Approach and methodology 40 points
• Financial Capacity 25 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The current calculated living wage during the solicitation process of this contract is $15.21; the selected vendors meet this requirement.

On June 23, 2021, City Council authorized a one-year contract, with two one-year renewal options, for emergency shelter services for the homeless for the Office of Homeless Solutions with Family Gateway, Inc., The Salvation Army A Georgia Corp., and Shelter Ministries of Dallas dba Austin Street Center by Resolution No. 21-1121.
