BACKGROUND
The City of Dallas established an Adult Treatment Drug Court Expansion Project that seeks to expand the South Dallas Community Drug Court into a Treatment Drug Court that will incorporate alcohol/drug treatment, recovery support services, screening, assessment, case management, and program coordination.
On August 8, 2018, the U.S. Department of Health and Human Services (HHS), Substance Abuse and Mental Health Services Administration (SAMHSA), awarded the City a five-year grant with the project period of September 30, 2018 through September 29, 2023, to offer individuals facing criminal charges for substance abuse and possession an opportunity to enter a substance abuse recovery program in lieu of jail time.
On December 7, 2020, Administrative Action No. 20-6265 authorized a contract between the City of Dallas and Golden Gate Adult Rehabilitation Ministry, Inc. to provide recovery support services to program participants in the South Dallas Drug Court (SDDC) for FY 20-21, in an amount not to exceed $50,000.00.
Supplemental Agreement No. 2 will authorize payment to Golden Gate Adult Rehabilitation Ministry, Inc., for additional recovery support services rendered at the South Dallas Drug Court for year three of the project period.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 26, 2021, City Council authorized Supplemental Agreement No. 1 to the subrecipient agreement with Golden Gate Adult Rehabilitation Ministry, Inc. for additional recovery support services at the South Dallas Drug Court in the amount of $50,000.00, from $50,000.00 to $100,000.00 by Resolution No. 21-0875.
On August 26, 2020, City Council authorized the acceptance of the Substance Abuse and Mental Health Services Administration (SAMHSA) Grant from the U.S. Department of Health and Human Services (HHS) (Grant No. 5H79TI081081-03, CFDA No. 92.243) in the amount of $343,639.00, to expand substance abuse capacity at the existing South Dallas Drug Court (SDDC) for the period September 30, 2020 through September 29, 2021, and execution of the grant agreement and all terms, conditions, and documents required by the agreement by Resolution No. 20-1214.
A confidential memorandum regarding this matter was provided to the City Council on November 5, 2021.
