BACKGROUND

Housing Department requests revision of the FY 2021-22 Action Plan, Tenant-Based Rental Assistance Program (TBRA), and Housing Development Loan Program to allow timely commitment and expenditure of unused HOME Investment Partnerships Program (HOME) TBRA funds for new development activities. The TBRA Program is managed by the Office of Community Care and has received additional less restrictive funds that will assist households with rental and other services as needed.

Annually, the City submits an Action Plan to U.S. Department of Housing and Urban Development (HUD) that includes the Community Development Block Grant (CDBG), HOME, Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS Grant (HOPWA). The Action Plan provides a detailed description of programs and services to be undertaken with the grant funds over the twelve-month period of October 1, 2021 through September 30, 2022 to address priority needs in the community designed to improve Dallas residents' quality of life for low- and moderate-income persons.
