BACKGROUND

 

While most owners abate code violations following a warning or education and others never require warning or education, there are some that refuse to take steps necessary to prevent violations despite frequent enforcement by City staff.  This is especially common as it relates to complaints of overcrowding, noise, and other nuisance activity. Designating a property as a “Habitual Nuisance” will serve as an effective tool to address the behavior by advising the public, establish a fee structure to help offset the costs of monitoring and inspecting these properties and develop agreed upon conditions to prevent the activity.

The Public Safety Committee was briefed regarding this matter on September 13, 2021.
