Authorize a twenty-four month annual funding agreement with the Dallas Arboretum and Botanical Society, Inc. to provide services and program support within the city of Dallas in the amount of $374,393.00 for the period January 1, 2022 through December 31, 2022; and in the amount of $424,393.00 for the period January 1, 2023 through December 31, 2023 - Not to exceed $798,786.00 for the entire agreement period - Financing: General Fund (subject to appropriations)

BACKGROUND
On March 23, 1988, the City entered into a multi-year agreement with the Dallas Arboretum and Botanical Society, Inc. (DABS), a non-profit organization, to manage and operate the Dallas Arboretum. The agreement was for a twenty-five year period. The agreement was extended on February 27, 2013, for a ten-year period. The management agreement with Dallas Arboretum and Botanical Society, Inc. does not automatically authorize funding, therefore a separate program funding contract to authorize the stipend payable during the current year is requested. The funds have been identified and appropriated in the City’s General Fund by authorization of the City Council, and after the approval by the Park and Recreation Board for the current fiscal year.
This is normally a recurring annual funding agreement, however, to ensure DABS stipend request for FY 2023 is loaded into the City’s budget in a timely manner, we are requesting a two-year funding agreement, pending Park and Recreation Board and Council approval.
The stipend payments will support the following programs and services for the period of January 1, 2022 through December 31, 2022 and for the period January 1, 2023 through December 31, 2023.
Services to be provided are to operate and maintain the Dallas Arboretum and Botanical Garden for the general public, provide special educational programs, community outreach services, and sponsorship of a special summer program for disadvantage children for 24 months.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On November 21, 2013, the Park and Recreation Board authorized a twelve-month funding agreement with the Dallas Arboretum and Botanical Society, Inc. to provide services and programs within the City of Dallas for the period October 1, 2013 through September 30, 2014.
On December 11, 2013, City Council authorized a twelve-month funding agreement with the Dallas Arboretum and Botanical Society, Inc. to provide services and programs within the City of Dallas for the period October 1, 2013 through September 30, 2014, by Resolution No. 13-2065.
On October 2, 2014, the Park and Recreation Board authorized a twelve-month funding agreement with the Dallas Arboretum and Botanical Society, Inc. to provide services and programs within the City of Dallas for the period October 1, 2014 through September 30, 2015.
On November 12, 2014, City Council authorized a twelve-month funding agreement with the Dallas Arboretum and Botanical Society, Inc. to provide services and programs within the City of Dallas for the period October 1, 2014 through September 30, 2015, by Resolution No. 14-1906.
On October 15, 2015, the Park and Recreation Board authorized a twelve-month funding agreement with the Dallas Arboretum and Botanical Society, Inc. to provide services and programs within the City of Dallas for the period October 1, 2015 through September 30, 2016.
On November 10, 2015, City Council authorized a twelve-month funding agreement with the Dallas Arboretum and Botanical Society, Inc. to provide services and programs within the City of Dallas for the period October 1, 2015 through September 30, 2016, by Resolution No. 15-2075.
On November 17, 2016, the Park and Recreation Board authorized a twelve-month funding agreement with the Dallas Arboretum and Botanical Society, Inc. to provide services and programs within the City of Dallas for the period October 1, 2016 through September 30, 2017.
On December 14, 2016, City Council authorized a twelve-month funding agreement with the Dallas Arboretum and Botanical Society, Inc. to provide services and programs within the City of Dallas for the period October 1, 2016 through September 30, 2017, by Resolution No. 16-1935.
On November 16, 2017, the Park and Recreation Board authorized a twelve-month funding agreement with the Dallas Arboretum and Botanical Society, Inc. to provide services and programs within the City of Dallas for the period October 1, 2017 through September 30, 2018.
On December 13, 2017, City Council authorized a twelve-month funding agreement with the Dallas Arboretum and Botanical Society, Inc. to provide services and programs within the City of Dallas for the period October 1, 2017 through September 30, 2018, by Resolution No. 17-1884.
On November 15, 2018, the Park and Recreation Board authorized a twelve-month funding agreement with the Dallas Arboretum and Botanical Society, Inc. to provide services and programs within the City of Dallas for the period October 1, 2018 through September 30, 2019.
On December 12, 2018, City Council authorized a twelve-month funding agreement with the Dallas Arboretum and Botanical Society, Inc. to provide services and programs within the City of Dallas for the period October 1, 2018 through September 30, 2019, by Resolution No. 18-1821.
On October 10, 2019, the Park and Recreation Board authorized a twelve-month funding agreement with the Dallas Arboretum and Botanical Society, Inc. to provide services and programs within the City of Dallas for the period October 1, 2019 through September 30, 2020.
On November 13, 2019, City Council authorized a twelve-month funding agreement with the Dallas Arboretum and Botanical Society, Inc. to provide services and programs within the City of Dallas for the period October 1, 2019 through September 30, 2020, by Resolution No. 19-1787.
On December 9, 2020, City Council authorized a twelve-month funding agreement with the Dallas Arboretum and Botanical Society, Inc. to provide services and program support within the City of Dallas for the period October 1, 2020 through September 30, 2021, by Resolution No. 20-1916.
On November 4, 2021, the Park and Recreation Board authorized a twenty-four-month funding agreement with the Dallas Arboretum and Botanical Society, Inc. to provide services and programs within the City of Dallas for the period of January 1, 2022 through December 31, 2023.
