BACKGROUND

Currently any City-initiated request to modify Oncor Electric Delivery's street light system results in a work request (WR) document. The Oncor WR includes a description of the work involved (such as addition or removal of a street light), the specific pole locations, and the cost as determined by Oncor engineers. WR's are routine in nature, and some have no cost. In a typical year, about 200 WR's are executed. Among the WR's are work requested as part of the City's public safety street lighting initiative.

While the WR form, developed by Oncor, describes the WR's as contract amendments, they are actually in the nature of work orders, which would normally be executed by city staff. The purpose of this action is to authorize the Director of Transportation or designee to execute these WR's, so that they can avoid going through the process used for contract amendments, which require approval as to form by the City Attorney and executions by the City Manager. These approvals build in additional time to the process, which causes delay. Because these work requests are similar in effect to an order for goods or services placed under an existing contract, it is appropriate to streamline the process to execute them so as not to unnecessarily impede the construction of much needed new lighting facilities.
