Authorize Supplemental Agreement No. 3 to exercise the third three-year renewal option to the service contract with Bradford Airport Logistics, LTD for dock master services at Dallas Love Field for the Department of Aviation - Not to exceed $3,246,192.00 - Financing: Aviation Fund (subject to annual appropriations)

BACKGROUND
Supplemental Agreement No. 3 will allow for the continuation of dock master services to the sally port located at Dallas Love Field. The sally port is a structure located on airport grounds and serves as the host to security inspections of all concession’s items entering the airport except the United States Postal Service. In order to safely and efficiently supply concessionaires with products and merchandise, the Department of Aviation engaged a contractor to provide dock master services to manage its sally port operations. The dock master schedules and coordinates all concession deliveries, screens/inspects all products and merchandise in accordance with the airport’s policies and procedures and in compliance with the Transportation Security Administration guidelines. They also deliver products from the sally port to the airside dock, then to terminal locations for pick up by the concessionaires. Delivery services include the utilization of a refrigerated/freezer truck to deliver food items that require refrigeration and frozen products.
This renewal term will provide enhancements to current services by 1) raising the minimum hourly rate for all Bradford employees from $14.00 to $17.00 per hour, retroactive to October 1, 2021, which exceeds the City Council’s authorized “living wage” rate, currently $15.21 that was effective October 1, 2021 and 2) replacing the x-ray pallet scanner with the most current scanning capability available to enhance the inspection process to insure that all products entering the terminal are safe. Based on Bradford’s excellent operation throughout the Primary and Renewal Terms, but especially during the COVID-19 pandemic when airline traffic was significantly reduced, with staffing reductions, supply chain issues and concession sales lost, it is important that Bradford continue to service all concessionaires in a very trying climate.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 27, 2013, City Council authorized a three-year service contract, with two three-year renewal options, for dock master services at Dallas Love Field - Bradford Airport Logistics, LTD., by Resolution No. 13-0377.
On March 23, 2016, City Council authorized (1) the first three-year renewal option to the service contract with Bradford Airport Logistics, LTD., for dock master services at Dallas Love Field in the amount of $2,084,874.00; and (2) an increase in the contract for additional services related to the x-ray inspection system in the amount of $191,728.00, by Resolution No. 16-0414.
On June 26, 2019, City Council authorized Supplemental Agreement No. 2 to exercise the second three-year renewal option to the service contract with Bradford Airport Logistics, LTD., for dock master services at Dallas Love Field for the Department of Aviation by Resolution No. 19-1028.
