Authorize Supplemental Agreement No. 4 to increase the service contract with Tyler Technologies, Inc. for maintenance and support of the existing court case and content management system - Not to exceed $259,016, from $3,861,468 to $4,120,484 - Financing: Technology Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This Supplemental Agreement will provide for continued maintenance and support of the existing court case and content management system. During the pandemic multiple systems were utilized to create a processing system for virtual court dockets. Moving to a hosted solution allows the ability to leverage all components of the virtual court processing system, as well as streamline methods for improved efficiencies.
Additionally, Tyler Technologies, Inc. court case and content management system hosted in the cloud environment meets the state Criminal Justice Information Services (CJIS) security requirements. The addition to the contract is critical to enhancing court case and content management system infrastructure.
Benefits of moving to a cloud based hosted solution, include but not limited to:
• Transitioning hardware and software support to supplier supported platform
• Hardware and software version upgrades at no additional cost to the City
• Upgrades will allow the City to leverage the new functionality (i.e., virtual courts, virtual dockets, disaster recover functionality, etc.).
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The current calculated living wage during the solicitation process of this contract is $11.15; the selected vendor meets this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 26, 2019, City Council authorized an acquisition contract for maintenance and support of the existing court case and content management system for a term of five years with Tyler Technologies, Inc. by Resolution No. 19-1025.
