BACKGROUND

Following enactment of the Coronavirus Aid, Relief, and Economic Security Act ("CARES Act") in March 2020 and the Coronavirus Response and Relief Supplemental Appropriations Act ("CRRSA") in December 2020, President Joe Biden signed into law the American Rescue Plan Act of 2021 ("ARPA") on March 11, 2021. ARPA included $1.9 trillion to provide additional federal resources for economic stimulus and recovery from the COVID-19 pandemic. City Council was briefed on ARPA funds on April 21, 2021, June 16, 2021, and August 18, 2021.
