BACKGROUND

 

The Camp Wisdom Road Project from Carrier Parkway to Farm-to-Market (FM) 1382 is a partnership project between the City of Dallas, Dallas County, and the City of Grand Prairie. Dallas County Public Works is the lead agency to administer the design and construction of the Camp Wisdom Road Project. One third of the project limits, including a bridge, is located within the city of Dallas.

 

A Project Specific Agreement (PSA) with Dallas County Public Works for the design and construction of this project was authorized by the City Council on June 14, 2017. This action will authorize the Second Amendment to the PSA with Dallas County Public Works for the design and construction of paving and drainage improvements on Camp Wisdom Road from Carrier Parkway to FM 1382 to increase the estimated total project cost from $26,641,056.00 to $29,485,489.00 and payment to Dallas County Public Works for the City's share of additional project costs for paving and drainage improvements in an amount not to exceed $128,804.00, from $1,300,000.00 to $1,428,804.00. The remaining project cost will come from other sources of funds, including $5,478,804.00 from the City of Grand Prairie, $12,129,942.00 from Dallas County Public Works, and $10,447,939.00 from the Texas Department of Transportation (TxDOT).

 

 

 

 

The Camp Wisdom Road Project spans from approximately 1,700 feet west of Carrier Parkway in the City of Grand Prairie to FM 1382 in the City of Dallas and includes approximately two miles of street reconstruction. The City of Grand Prairie portion includes approximately 1.3 miles west of the Camp Wisdom Bridge over Mountain Creek, while the City of Dallas portion includes approximately 0.7 miles east of this same bridge. The project will replace and raise the existing two-lane asphalt roadway above the 100-year flood elevation with a four-lane concrete roadway that includes curb and gutter, drainage system improvements, a new bridge over Mountain Creek, street lighting and a 13-foot-wide two-way cycle track along the south side of the roadway.

 

If this action is delayed or deferred, the planned improvements with the Camp Wisdom Road project may be placed on hold.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On January 10, 2001, City Council authorized a Master Agreement with Dallas County governing future transportation Major Capital Improvements projects between the City of Dallas and Dallas County by Resolution No. 01-0104.

 

On April 11, 2001, City Council authorized the submission of a list of candidate projects including the Camp Wisdom Road project from Carrier Parkway to FM 1382 to Dallas County’s Major Capital Improvement Program Second Call for Projects by Resolution No. 01-1219.

 

On April 13, 2011, City Council authorized a new ten-year Master Agreement governing the Transportation Major Capital Improvement Program with Dallas County by Resolution No. 11-0927.

 

On June 14, 2017, City Council authorized (1) reprogramming of available funds from the Merrifield Road from east of Mountain Creek Parkway to Grady Niblo Road Project ($250,000.00) and the Ledbetter Drive Extension/Grady Niblo Road from Merrifield Road to Mountain Creek Parkway Project ($1,050,000.00) for the Camp Wisdom Road from Carrier Parkway to FM 1382 Project; (2) a Project Specific Agreement with Dallas County, approved as to form by the City Attorney, for participation in the design and construction of paving and drainage improvements on Camp Wisdom Road from Carrier Parkway to FM 1382; and (3) make payment to Dallas County for the City's share of design and construction costs, in an amount not to exceed $1,300,000.00, by Resolution No. 17-0930.

On March 24, 2021, City Council authorized the First Amendment to the Project Specific Agreement with Dallas County for the design and construction of paving and drainage improvements on Camp Wisdom Road from Carrier Parkway to FM 1382 to reflect the increase in the estimated total project cost from $15,800,000.00 to $26,641,056.00 and revise funding participation with no cost increase to the City of Dallas by Resolution No. 21-0485.
