BACKGROUND

On September 11, 2019, City Council authorized a construction services contract with Archer Western Construction, LLC for Complex A Mechanical and Process Improvements at the Central Wastewater Treatment Plant. On July 21, 2021, Administrative Action No. 21-0843 authorized Change Order No. 1 for additional construction services related to mechanical shaft seal replacement at the return activated sludge pumping units and grit removal in the Complex A clarifier influent channels. This action will ratify additional construction services for the emergency repair of a 72-inch diameter water main near the Trinity River.

On August 4, 2021, Dallas Water Utilities (DWU) staff investigated a pipe failure near the Trinity River northeast of East Overton Road between Julius Schepps Freeway (IH 45) and S.M. Wright Freeway (SH 310). After evaluating the failure and extent of repairs needed, DWU determined that the resources of a private construction company would be necessary due to the size and the depth of the main. Archer Western Construction, LLC was contacted based on their capabilities, resources, and existing contract with DWU. Under the supervision of DWU operation and inspection staff, an emergency repair was completed, and the pipeline was placed back in service.
