Title
Authorize Supplemental Agreement No. 4 to the engineering contract with Wiss, Janney, Elstner, Associates, Inc. to (1) continue with the development of a Bridge Management Program in support of the Infrastructure Management Plan, provide design and construction services on minor bridge repair projects; and (2) provide inspection and monitoring on multiple bridges - Not to exceed $501,810.00, from $291,111.00 to $792,921.00 - Financing: General Fund ($249,310.00) and Street and Alley Improvement Fund ($252,500.00)

BACKGROUND
Wiss, Janney, Elstner Associates, Inc. which is located in Northbrook, Illinois, has an office at 6363 North Highway 161, Suite 550, Irving, Texas 75038.
Authorize Supplemental Agreement No. 4 to the engineering contract with Wiss, Janney, Elstner, Associates, Inc. to 1) continue with the development of the Bridge Management Program in support of the Infrastructure Management Plan (IMP), provide design and construction services on minor bridge repair projects, and 2) provide inspection and monitoring on multiple bridges in an amount not to exceed $501,810.00 increasing the contract amount from $291,111.00 to $792,921.00.
The original professional services agreement with WJE began the development of a Bridge Management Program in support of the Infrastructure Management Plan and to provided design and construction services on minor bridge repair projects. This contract was also amended through Council Resolutions and Administrative actions to address design and construction phase services for three emergency bridge repairs identified through the TxDOT Bridge inspection program.
The original Bridge Management Plan identified 240 bridges needing additional inspections having a TxDOT Critical rating of 6 or less. Due to budgetary constraints, 67 bridges were inspected in the first year with plans to address the remaining bridges in out years. Moving forward, the program will inspect an additional 60-70 bridges a year until all the bridges have been evaluated. This is the second year of that program.
In addition, this supplemental will provide inspection and engineering monitoring services for following bridges, with detail provided below:
1) Kiest boulevard/Lancaster Kiest Shopping Center - the roadway and bridge have deteriorated to a point that a complete bridge inspection is required.
2) Ron Kirk inspection and scour assessment - Since being converted to a pedestrian bridge in 2012, no bridge inspection has been completed.
3) Margret Hunt Hill - as required by TxDOT, based on the latest bridge inspection.
4) Bridge Scour monitoring, various bridges - as required by TxDOT, based on the latest bridge inspection.
The Kiest Bridge, TxDOT Bridge 18-057-0-9K25-50-005, originally built in 1956 was constructed as part of the Lancaster Kiest Shopping Center and Kiest Boulevard. The deck of the bridge is the roof of the shopping center. The underside of the bridge deck has been obscured by corrugated metal welded to the beams of the bridge, preventing thorough visual inspection. The roadway portion of the bridge has degraded to such a degree that requires a visual inspection of the underside of the deck. This supplemental will allow WJE to remove the corrugated metal sheeting and provide a proper and complete inspection of the bridge allowing the City to develop a realistic plan for repairs.
The Ron Kirk Bridge (RKB) originally opened in 1933, it was closed and converted to a pedestrian bridge in 2012. The bridge has not been included in the TxDOT biennial bridge inspection since that time. Due to its location over the Trinity River and the heavy flooding it receives, PBW is working with DWU to provide a complete inspection of the bridge and identify any repairs needed. A preliminary inspection identified significant scout issues at the foundations.
The latest bridge inspections for the Margret Hunt Hill Bridge, TxDOT bridge 18-057-0196-07-108, noted 5 bolts on the floor beams of the bridge had fractured. The bolts have since been replaced. TxDOT has required the City to investigate the fractured bolts to determine the cause and remedy. This supplemental agreement will allow WJE to investigate existing conditions and place monitoring devices on the bridge to capture data points on the bridge through a complete heating and freeze thaw cycle to determine appropriate repair.
Bridge Scour Program: The City of Dallas manages a number of bridges whose foundations and/or headwalls are subject to scour by flowing water. As part of routine bridge inspections, the condition of foundations and other components of the bridge that are subject to scour are evaluated. When TxDOT determines that scour management is necessary for a bridge, it develops a scour action plan using TxDOT Form 2604 titled TxDOT Bridge Plan of Action for Bridges with Item 113 Coded “3.”
In September 2021, TxDOT transmitted scour action plans for eight bridges.

On, September 23, 2020, City Council authorized the professional services contract with WJE by Resolution No. 20-1406.
On June 9, 2021, City Council authorized Supplemental Agreement No. 2 to the professional services contract with WJE for emergency design services for the Fitzhugh Bridge south of Fair Park by Resolution No. 21-0989.
