BACKGROUND

This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

This service contract will provide use of force analysis services for the Police Department (DPD). This is a data-driven risk management system that determines the reasonableness and appropriateness of an officer's use of force. The solution provides a dashboard system that can be used to identify trends and patterns, evaluate risk, and detect potential problems. The system can also be used to evaluate policies and training and can be used to make interagency comparisons of force practices.

The supplier provides an analytical software tool capable of utilizing DPD's report data to assess use of force cases and provide a subsequent assessment on the reasonableness of the force used by the officer in proportion to the severity of the crime, threat posed to the officer or others, the level of resistance of the suspected party, etc.

This solution differs from a traditional Early Warning System (EWS) in that it is focused exclusively on uses of force and collects much more detailed information on these incidents than a typical EWS.
