Authorize the (1) application for and acceptance of the 2021 Community Policing Development Crisis Intervention Teams Solicitation (CIT) Grant (Federal/State Award ID. No. 15JCOPS-21-GG-02320-SPPS, CFDA No. 16.710) in the amount of $250,000.00 from the U.S. Department of Justice for the purpose of funding two mobile crisis response coordinators to form a Long-Term Care CIT Program for two years for the period September 1, 2021 through August 31, 2023; (2) establishment of appropriations in an amount not to exceed $250,000.00 in the FY22 Community Policing Development Crisis Intervention Teams Fund; (3) receipt and deposit of funds in an amount not to exceed $250,000.00 in the FY22 Community Policing Development Crisis Intervention Teams Fund; (4) add of two mobile crisis response coordinators; and (5) execution of the grant agreement and all terms, conditions, and documents required by the agreement - Not to exceed $250,000.00 - Financing: U.S. Department of Justice Grant Funds

BACKGROUND
This item will help the Dallas Police Department (DPD) fund two mobile crisis response coordinators positions. The specialists will work in DPD’s Community Engagement Unit with police officers and collaborate with RIGHT Care and Crisis Intervention Teams from the Office of Integrated Public Safety Solutions (OIPSS). These staff will provide long-term care providing social service referrals when mental health or other social needs are identified. The main goal of this project is to enhance community-oriented policing within DPD by implementing a Long-Term Care CIT Program that will reduce and prevent repetitive emergency detentions of individuals with mental and behavioral needs. They will follow up with individuals to ensure they are continuing with care over long periods of time. This grant opportunity will provide the implementation of the Long-Term Care Crime Intervention Teams Program. This will assist in providing adequate follow-up for these specific individuals to ensure that they are continuing to use the social services and have their needs adequately met, so they do not need to use the emergency system again.
