BACKGROUND

 

City Council’s approval of this item will adopt the North Central Texas Council of Governments (NCTCOG) Dallas Midtown Autonomous Transportation System and Shared Parking Feasibility Study (Executive Summary attached as Exhibit A) as a reference and guide and direct the City Manager to consider the key recommendations of the study:

1.                     Explore the creation of a management entity for the Dallas Midtown Mobility System

2.                     Evaluate the potential for existing parking structures to accommodate shared parking and work with developers currently in the planning stages for new developments to assess options to utilize existing parking resources to the extent possible

3.                     Align the thoroughfare network to accommodate the autonomous transportation system alignment

4.                     Ensure that shared parking regulation and management is included in the authorized hearing to consider proper zoning for Planned Development District No. 887

 

 

 

The Valley View-Galleria Area Pan envisioned a live-work-play district with a mix of land uses and parks. An essential component of this vision is mobility and included a pedestrian-friendly multimodal network. The NCTCOG Autonomous Transportation System and Shared Parking Feasibility Study assessed the utility and technical feasibility of an autonomous transportation system and shared parking to achieve these goals.

 

The Regional Transportation Council approved $10 million on November 12, 2020 for engineering, testing, and construction of an automated people mover system pilot in the Valley View-Galleria area consistent with the NCTOG Autonomous Transportation System and Shared Parking Feasibility Study, to be implemented by the NCTCOG. Staff from the Department of Planning and Urban Design, Office of Economic Development, and Department of Transportation have coordinated with the North Central Texas Council of Governments (NCTCOG) on this initiative to plan for implementation.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On May 22, 2013, City Council authorized an ordinance amending the forwardDallas! Comprehensive Plan of the City of Dallas by adopting the Valley View-Galleria Area Plan generally located east of the Dallas North Tollway, south of Southern Boulevard, south of the northern boundary of (Block E) Montfort Place, south of the northern boundary of Woodchase Apartments, south of the northern boundary of Preston View Estates, west of Preston Road and north of Interstate Highway 635 (LBJ Freeway) by Resolution No. 13-0892; Ordinance No. 29014.

 

On September 19, 2019, City Plan Commission authorized a public hearing to determine the appropriate zoning on approximately 445 acres, generally known as the Valley View- Galleria Area Special Purpose District (Planned Development District No. 887) generally bounded by Southern Boulevard on the north, Preston Road on the east, Lyndon B. Johnson freeway on the south, and the Dallas North Tollway on the west. Consideration to be given to include but not limited to zoning, development standards, and other appropriate regulations
