BACKGROUND

 

On November 5, 2021, the City Manager received a memorandum signed by three Councilmembers to consider an application for a Ceremonial Street Name request “Topper” on Goldman Street between Dennison Street and Bickers Street.

 

On January 4, 2022, notices were sent to three property owners which abut the street notifying of the proposed hearing of the Ceremonial Street Name request before the City Council on January 26, 2022 in accordance with Section 51A-9.503(b) of the Dallas Development Code.

 

On January 4, 2022, notification signs were put up on Goldman Street between Dennison Street and Bickers Street notifying the community of the proposed Ceremonial Street Name in accordance with Section 51A-9.503(b) of the Dallas Development Code.

 

Senior Corporal Arnulfo Pargas had a long history of community service for more than 10 years, such as serving Lakewest Patrol as a Community Engagement Officer, First Unidos coordinator liaison of the Unidos program. He was assigned to Southwest Patrol Division, followed by Northwest Patrol, and eventually transferring over to Community Affairs. He served in the Blue in the school program, devoted his time to assist Jaycee Zaragoza Recreation Center with the senior program, delivered pastries on a weekly basis to West Dallas Community, volunteered his persona time with the Santa Cops Programs, assisted with the Citizens Police Academy as a facilitator. He also hosted his own Turkey Drive since 2016 at the Stew Pot and served several families during the Thanksgiving Holidays. Section 51A-9.504(a)(1)(C) is complied with as there has been no other city street renamed “Sr. Cpl A. Pargas #8001”; Section 51A-9.504(b)(3) requires that the street  topper must have “In Honor of” as the top line of the topper. The request complies with all other sections of Section 51A-9.504 of the Dallas Development Code except waiver is needed for Section 51A-9.504(a)(1)(B).

 

WAIVER IS NEEDED FOR: The following provision require three quarters vote of the City Council to waive the requirement.

 

Section 51A-9.504(a)(1)(B) of the Dallas Development Code “Use of a ceremonial street naming is prohibited until at least two years after the death of the person to be honored.”

 

The change of Goldman Street, between Dennison Street and Bickers Street to “Sr. Cpl. A. Pargas #80001” does not comply with this provision as he passed away on September 23, 2021
