BACKGROUND

 

This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

 

This Supplemental Agreement will provide for continued professional radio engineering services to assist in the installation of a replacement P25 compliant radio system that meets both current and future radio technology needs for the City and Dallas County.

 

The engineering firm will assist with overseeing acceptance and implementation of the City’s new P25 Radio System.  The firm’s services include, but are not limited to:

 

                     Assist the City with conducting system acceptance testing

                     Provide support for transitioning over to the new radio system

                     Help the City monitor system stabilization

 

The contracted firm’s specific knowledge and history with the City’s radio system make it essential, as well as cost effective, to extend the contract.

 

On November 10, 2015, City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141.  This contract renewal option includes the most current living wage of $15.21.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On November 10, 2015, City Council authorized a service contract for professional radio engineering services to assist the City with the vendor evaluation and vendor selection process for a new P25 compliant trunk radio system with Black & Veatch Corporation, formerly RCC Consultants, Inc., by Resolution No. 15-2047.

 

On December 13, 2017, City Council authorized Supplemental Agreement No. 1 with Black and Vetch Corporation, formerly RCC Consultants, Inc., for professional engineering services to assist in the installation of a replacement P25 compliant radio system, by Resolution No. 17-1911.
