BACKGROUND

 

These cooperative purchasing agreements will allow for the purchase of traffic monitoring cameras and related equipment for the Department of Transportation.  Cameras and equipment purchased through this item will provide City staff with the capabilities to implement traffic signal retiming which will improve traffic flow during highway incidents that disperse traffic on to frontage roads. 

 

The North Central Texas Council of Governments (NCTCOG) has received various Congestion Mitigation and Air Quality Improvement Program awards from the Federal Highway Administration through agreements executed with the Texas Department of Transportation.  These awards fund subrecipient awards associated with the implementation of Traffic Signal Retiming During Incidents program.  NCTCOG will provide reimbursement to the City, a subrecipient, for implementation of traffic signal re-timing and traffic monitoring equipment at on-system and off-system intersections for the purchase of this equipment.

The Local Government Purchasing Cooperative (BuyBoard) agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
