Authorize (1) an increase in the construction services contract with Flatiron Constructors, Inc. to provide additional construction services for the Reconstruction of Runway 13R-31L and Taxiway C Phase I Project at Dallas Love Field; and (2) an increase in appropriations in an amount not to exceed $4,994,038.70 in the 2021 AVI Commercial  Paper Fund - Not to exceed $4,994,038.70, from $124,623,248.58 to $129,617,287.28 - Financing:  2021 AVI Commercial Paper Fund

BACKGROUND

 

The original project includes reconstruction of Runway 13R/31L, reconfiguration of taxiway connectors, and reconstruction of Taxiway C from Taxiway D to the 31L approach end (Phase I).  The project will also include improvements to the existing drainage and storm water control system, replacement of airfield lighting, improvements to communications pathways and Aircraft Rescue and Firefighting roadway system and portion of the Vehicle Service Road.

 

Change Order No. 1 authorized funding to extend the runway closure duration by an additional 30 days to accommodate the additional scope added to the project to comply with the Federal Aviation Administration requirements.  The change order also addressed changes in material quantities.

 

Change Order No. 2 authorized funding for construction changes due to additional work associated with storm drainage infrastructure, airfield lighting, concrete pavement section and pavement markings.  Change Order No. 2 also adjusted the contract calendar days due to inclement weather experienced on the project.

 

This action will authorize Change Order No. 3 to the construction services contract for construction changes due to additional work associated with unforeseen work not reasonably within the scope of the contract documents.  This work includes removal of contaminated soils, additional boring, trenching, conduit installation and concrete panel removal/replacement to address unforeseen utility conditions and conflicts, and additional aircraft recovery services required due to the delay of opening Runway 13R-31L.

Change Order No. 3 also adjusts the contract calendar days due to inclement weather experienced on the project.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On April 25, 2018, City Council authorized a professional services contract with HNTB Corporation for design, planning, engineering, and construction document services for the Runway 13R/31L Reconstruction Project at Dallas Love Field, by Resolution No. 18-0598.

 

On May 23, 2018, City Council authorized an Other Transaction Agreement with the Federal Aviation Administration (FAA) to provide Limited Design and Implementation Reimbursable Agreement for analyzing the impact of FAA facilities due to Runway 13R/31L Reconstruction Project at Dallas Love Field, by Resolution No. 18-0735.

 

On October 23, 2019, City Council authorized an engineering services contract with HNTB Corporation to provide design and construction administration services for the rehabilitation of Taxiway C at Dallas Love Field, by Resolution No. 19-1638.

 

On March 25, 2020, City Council authorized the application for and acceptance of a series of grants from the U.S. Department of Transportation, FAA for the federal share of the eligible capital improvement projects for the Airport Improvement Program (AIP) at Dallas Love Field for the Reconstruct of Runway Construction, by Resolution No. 20-0456.

 

On June 10, 2020, this item was deferred by Councilmember Lee Kleinman.

 

On September 9, 2020, City Council authorized the issuance of short-term obligations and commercial paper notes and established Love Field Airport Modernization Corporation (LFAMC) Aviation System Series, by Resolution No. 20-1306.

On December 9, 2020, City Council authorized a construction contract to provide construction services for the Reconstruction of Runway 13R/31L and Taxiway C Phase I Project at Dallas Love Field, by Resolution No. 20-1940.

 

On January 27, 2021, City Council authorized an amendment to Resolution No. 20-1940 for the construction services contract for the Reconstruction of Runway 13R/31L and Taxiway C Phase I Project at Dallas Love Field, by Resolution No. 21-0208.

 

On February 23, 2022, City Council authorized an amendment to Resolution No. 20-1940 for the construction services contract for the Reconstruction of Runway 13R/31L and Taxiway C Phase I Project at Dallas Love Field, by Resolution No. 22-0358.
