BACKGROUND

This action will authorize a thirty-six-month sidewalk and barrier free ramp installation paving services contract for the Sidewalk and Barrier Free Ramp Program. The installation of barrier free ramps throughout the City is required to ensure the City of Dallas' compliance with the Americans with Disabilities Act (ADA).

Title II of the ADA specifically applies to state and local governments and stipulates that no qualified individual with a disability shall, by such disability be excluded from participation in or be denied the benefits of the services, programs or activities of a public entity, or be subject to discrimination by any public entity.

The Dallas Sidewalk Master Plan, completed in June 2021, is a targeted path forward that is aimed at improving pedestrian mobility. Through this work, a data driven methodology system was utilized to identify the most impactful projects to increase accessibility for pedestrians, improve safety for all City residents, and address sidewalk needs in historically underserved communities.
