BACKGROUND

In 2019, the Dallas City Council passed a resolution directing the city manager to lead city departments in the development of a Vision Zero Action Plan, with the goal of zero traffic fatalities and a 50 percent reduction in severe injuries by 2030. The Vision Zero Action Plan will lay out the strategies and actions City departments will need to complete over the next five years to make progress towards the Vision Zero goal.

On behalf of the city manager, the Dallas Department of Transportation led the development of the Vision Zero Action Plan throughout 2021 and 2022, in close coordination with other key city departments and the stakeholders on the Vision Zero Task Force.

Key steps that informed the development of the Vision Zero Action Plan included:

* An in-depth crash data analysis, conducted by the Office of Data Analytics and Business Intelligence, with the Department of Transportation, that identified the locations and factors most closely associated with fatal and severe injury crashes.
* Meetings with the Vision Zero Task Force, which included representatives from key city departments, partner agencies in transportation and law enforcement, hospitals, and advocacy groups.
* Extensive literature reviews of best practices for traffic safety with regards to engineering, enforcement, education, evaluation, and equity.
