Authorize the City Manager to execute Interlocal Agreements and Communication System Agreements between the City and other local governments to grant permission to operate radio equipment on the City's P25 radio system infrastructure - Financing: No cost consideration to the City

BACKGROUND
In 2017, the City procured and entered into a contract for completion of a P25 compliant digital public radio system and added a microwave backbone capable of countywide coverage for use by both public safety and public works groups in Dallas County and surrounding areas. Neighboring cities and governmental entities have expressed the desire to utilize the radio system during daily operations or during catastrophic or special use circumstances. In order to grant specific permission to operate their radio equipment or equipment attached or interfaced to the City's radio system, an Interlocal Agreement and/or Communications User Agreement is necessary. The agreements will establish terms and conditions and associated fees for users to operate on the City's P25 radio system.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On December 12, 2012, City Council authorized an Interlocal Agreement with Dallas County for the participation in the design and implementation of a new P25 compliant trunk radio system by Resolution No. 12-3046.
