BACKGROUND

 

On September 28, 2016, City Council authorized a construction services contract with John Burns Construction Company of Texas, Inc. for the installation of water and wastewater mains at 13 locations. On January 9, 2019, City Council authorized an increase in the construction services contract with John Burns Construction Company of Texas, Inc. for additional work associated with the installation of water and wastewater mains at Royal Lane to address deteriorated and failed sections of pipeline serving Fire Station #41 at 5920 Royal Lane. This action consists of providing additional construction services for the installation of an estimated 1,930 feet of water and wastewater mains, including approximately 1,330 feet of 8-inch water main and 600 feet of 8-inch wastewater main at Cardinal Drive from Exeter Avenue to Scotland Drive. Additional funds for paving restoration required for the overall pipeline contract are also included in this action to address paving limits and construction quantities in excess of those anticipated at the time of bid. 

 

The current capacity of the water system at Cardinal Drive is inadequate to meet the flow demand for fire protection purposes. Replacing the water main and bringing it to current design standards will provide fire protection for the area. The water main has also been subject to repeated breaks at various sections over its life span and the original cast iron material has the potential to cause poor water quality issues. In addition, the condition of the existing wastewater main is considered structurally poor and it will be replaced as part of the improvements.

 

It is imperative for Dallas Water Utilities to promptly address the fire protection concerns and replace the pipelines due to their deteriorated condition. The contractor, John Burns Construction Company of Texas, is currently under contract to install water and wastewater mains a few miles from the Cardinal project.

 

The mains targeted for replacement were built in 1944 and 1950. The proposed construction will improve the capacity of the water and wastewater systems and bring them to current acceptable design standards to reduce maintenance costs.

On January 9, 2019, City Council authorized an increase in the construction services contract with John Burns Construction Company of Texas, Inc. for additional work associated with the installation of water and wastewater mains in Royal Lane by Resolution No. 19-0102.
