BACKGROUND
The Highway Safety Improvement Program (HSIP), administered by the Texas Department of Transportation (TxDOT), is designed to reconstruct and install traffic signals at high-accident intersections in the City of Dallas.
On September 25, 2019, City Council authorized a payment for the design, upgrade, and construct six traffic signals and associated off-system intersection improvements at: Hatcher Street (Elise Faye Higgins) at Malcolm X Boulevard, Akard Street at Cadiz Street, Elm Street at St. Paul Street, Old Seagoville Road at St. Augustine Drive, Malcolm X Boulevard at Pennsylvania Avenue, and Bennett Avenue at Ross Avenue that included $270,779.00 as a match by Resolution No. 19-1490.
TxDOT Off-System Intersections:
• Hatcher Street (Elsie Faye Heggins Street) at Malcolm X Boulevard (CSJ 0918-47-248) - Council District (CD) 7
• Akard Street at Cadiz Street (CSJ 0918-47-253) - CD 2
• Elm Street at St. Paul Street (CSJ 0918-47-255) - CD 14
• Old Seagoville Road at St. Augustine Drive (CSJ 0918-47-259) - CD 5
• Malcolm X Boulevard at Pennsylvania Avenue (CSJ 0918-47-260) - CD 7
• Bennett Avenue at Ross Avenue (CSJ 0918-47-268) - CD 2
Due to sharp increases in material costs, primarily in traffic signal poles and concrete since the original construction estimates were prepared in 2019, the lowest bid exceeded estimates by $317,775.20. This action will authorize payment to TxDOT for the cost overrun amount as agreed in the Advanced Funding Agreement.

On September 25, 2019, City Council a LAPAFA with TXDOT, approved as to form by the City Attorney, in the amount of $2,266,396.00 for a U.S. Department of Transportation - Federal Highway Administration 2018 HSIP Grant in the amount of $1,740,480.00 as Federal participation and $1 11,137.00 as State participation to design, upgrade, and construct six traffic signals and associated off-system intersection improvements, under Agreement Nos. CSJ 0918-47-248 (Hatcher Street (Elise Faye Higgins) at Malcolm X Boulevard), CSJ 0918-47-253 (Akard Street at Cadiz Street), CSJ 0918-47-255 (Elm Street at St. Paul Street, CSJ 0918-47-259 (Old Seagoville Road at St. Augustine Drive), CSJ 0918-47-260 (Malcolm X Boulevard at Pennsylvania Avenue), and CSJ 0918-47-268 (Bennett Avenue at Ross Avenue), CFDA No. 20.205, by Resolution No. 19-1490
On April 13, 2022, authorized an Interlocal Agreement with TxDOT for cost reimbursement for material and labor costs incurred by the City for the construction of six traffic signals and associated off-system intersection improvements at: Hatcher Street (Elsie Faye Heggins Street) at Malcolm X Boulevard (CSJ 0918-47-248), Akard Street at Cadiz Street (CSJ 0918-47-253), Elm Street at St. Paul Street (CSJ 0918-47-255), Old Seagoville Road at St. Augustine Drive (CSJ 0918-47-259), Malcolm X Boulevard at Pennsylvania Avenue (CSJ 0918-47-260), and Bennett Avenue at Ross Avenue (CSJ 0918-47-268), by Resolution No. 22-0546.
