BACKGROUND

On April 7, 2022, the City Manager received a memorandum signed by three Councilmembers to consider an application for a Ceremonial Street Name Topper request on Marsalis Avenue between Colorado Boulevard and Sabine Street.

On May 16, 2022 notices were sent to 25 property owners which abut the street notifying of the proposed hearing of the Ceremonial Street Name Topper request before the City Council on June 8, 2022 in accordance with Section 51A-9.503(b) of the Dallas Development Code.

On May 16, 2022 notification signs were put up on Marsalis Avenue between Colorado Boulevard and Sabine Street notifying the community of the proposed Ceremonial Street Name Topper in accordance with Section 51A-9.503(b) of the Dallas Development Code.

Don Maison had a long history of community service for more than 10 years. He retired as President and Chief Executive Officer of AIDS Services Dallas in 2019, after 32 years at the organization's helm. He was the longest-serving head of an AIDS organization in the Unites States. Additional information on Don Maison legacy is on attached Exhibit A.

Section 51A-9.504(a)(1)(C) is complied with as there has been no other city street renamed "Don Maison"; Section 51A-9.504(b)(3) requires that the street topper must have "In Honor of" as the top line of the topper. The request complies with all other sections of Section 51A-9.504 of the Dallas Development Code except waiver is needed for Section 51A-9.504(a)(1)(B)....
