BACKGROUND

 

This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.

 

This cooperative purchasing agreement will provide for water and wastewater processing facility cleaning services for the Water Utilities Department.  

 

The wastewater and water treatments process includes a variety of facilities such as digesters, tanks, cells, contactors, and basins all of which are used to remove undesirable contaminants from the water to meet the United States Environmental Protection Agency and Texas Commission on Environmental Quality requirements.

 

This interlocal agreement allows for the timely and efficient cleaning of these facilities, safeguarding Water Utilities Department ability to operate its treatment systems effectively while minimizing disruptions in service and restoring design capacities.  This agreement includes the labor, supervision, materials, and equipment associated with the removal, hauling and disposal of sludge, solids, soil, grit, and other debris.

 

The North Texas Municipal Water District interlocal agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
