Authorize a professional services contract with Carollo Engineers, Inc. for emergency preparedness planning tasks associated with the water distribution system - Not to exceed $472,418.00 - Financing: Water Capital Improvement G Fund

BACKGROUND
As a result of Winter Storm Uri and a mandate from the Texas Commission of Environmental Quality (TCEQ) and Public Utilities Commission with the passing of Senate Bill 3, Dallas Water Utilities (DWU) submitted a confidential Emergency Preparedness Plan (EPP) to TCEQ for review and approval. The EPP evaluated DWU’s critical water delivery infrastructure to develop plans that mitigate impacts to the treated water system from extended power outages. As part of the implementation of the EPP, DWU now needs to complete engineering efforts to evaluate operational changes and implement measures to improve resiliency and meet treated water demands for the City of Dallas and its customer cities during extended power outages.
This action will authorize a professional services contract with Carollo Engineers, Inc. for engineering services to assist with Senate Bill 3 Emergency Preparedness Planning and related tasks. Services include assistance with EPP implementation, the review of agreements with power providers, the evaluation of operational improvements in several pressure zones, potential interconnects within the water distribution system, modeling services and surge impact evaluation, and a pump station condition and property need assessment. Carollo Engineers, Inc. is uniquely qualified to perform these services because of their recent engagement on the Water Delivery Comprehensive System Assessment, distribution system model development, and preparation of a Risk and Resiliency Study for DWU.
These services associated with Emergency Preparedness Planning are critical and time sensitive to meet TCEQ requirements and ensure the utility has the capability to provide water to retail and wholesale customers.
