Authorize a construction services contract for major maintenance and rehabilitation improvements at Dallas Water Utilities’ raw water system facilities located at Lake Ray Hubbard - Archer Western Construction, LLC, only bidder - Not to exceed $32,082,400.00 - Financing: Water Capital Improvement G Fund

BACKGROUND
Dallas Water Utilities (DWU) identified and evaluated 10 raw water facilities based on their age and condition, impact to the system, reliability, cost to operate, and frequency of repairs. The most critical raw water facilities were found to include the lake intake, Forney Pump Station, and Forney Dam at Lake Ray Hubbard. Lake Ray Hubbard is the only DWU reservoir owned and operated by the City of Dallas. The reservoir and associated water supply infrastructure were constructed in the late 1960’s and early 1970’s and several critical components require rehabilitation and replacement.
This action will authorize a construction contract for major rehabilitation and replacement of infrastructure at Lake Ray Hubbard. Items targeted include traveling screens, sluice gate replacement at the intake, pump and valve replacement, site civil and groundwater monitoring improvements, monorail and bridge crane system improvements, new stop logs and storage building, heating, ventilation, and air conditioning upgrades, and electrical and control improvements for the Forney Dam. The existing facilities have reached the end of their useful life, have limited operability, and are difficult to access and repair.
At the Lake Ray Hubbard Intake, traveling screen #1 will be replaced and traveling screen #2 will be rehabilitated. Existing intake sluice gates, jib cranes, screen wash pumps and stop logs will be replaced. Security cameras will be installed with monitoring capability of personnel stationed at the East Side Water Treatment Plant. Three of six existing raw water pumping units will be replaced at the Forney Pump Station, equipped with performance monitoring instrumentation. Two of the new pumps will also be equipped with variable speed controls. In addition, all 42-inch suction and 36-inch discharge valves will be replaced. Specific improvements at the Forney Dam spillway include the repair of concrete spalling within the floor of the spillway structure and repairs to Gates No. 6 and 11 to address structural deficiencies and leaks.

Note: Dallas Water Utilities has reviewed this procurement and determined that the bid was conducted in accordance with Administrative Directive 4-05 and that reasonable efforts were made to increase bid participation. This procurement meets the requirements for a single bid and represents a good value for the work to be performed.
A bid protest was filed by another vendor. Staff investigated this claim and found it to be unsubstantiated.
