BACKGROUND

 

The Jim Miller Pump Station located at 5200 Jim Miller Road in Dallas, Texas is one of the largest and most critical pumping facilities in the Dallas Water Utilities potable water distribution system. The 20-million gallon reservoir receives and stores water from the East Side Water Treatment Plant and supplies water to central, east, and north Dallas, as well as Pleasant Grove. The pump station was constructed in 1964, the reservoir was added in 1978, and a major expansion of the pump station was constructed in 1985. Much of the equipment in the station dates back to the original construction and is inefficient and expensive to operate and maintain. Operation of the pump station can cause surge issues at the station and in the water distribution system. Unmitigated surge can damage equipment and rupture pipelines potentially leading to a disruption in water service and damage to private property.

 

On February 14, 2018, City Council authorized a professional services contract with CDM Smith, Inc. for a comprehensive evaluation of the pump station and reservoir structures, pumps, motors, valves, pipes, electrical gear, instrumentation, and HVAC equipment. The evaluation results and recommendations were compiled into a preliminary design report for the rehabilitation of the pump station. On September 23, 2020, City Council authorized Supplemental Agreement No. 1 for the detailed design of pump station improvements including bid phase services. The design was completed, and a construction contract was awarded to Eagle Contracting, LLC on June 22, 2022.

 

 

 

This action will authorize Supplemental Agreement No. 2 to the professional services contract with CDM Smith, Inc. for construction phase services. Services include responding to contractor requests for information, reviewing material submittals, performing engineering inspections, and reviewing contractor change requests associated with the construction improvements at the Jim Miller Pump Station. The improvements will bring the pump station up to current building codes and design standards, with a focus on mitigating surge, increasing efficiency, improving site security, and extending the service life of the pump station and reservoir.

On February 14, 2018, City Council authorized a professional services contract with CDM Smith, Inc. for a comprehensive assessment and preliminary design report for the rehabilitation of the Jim Miller Pump Station by Resolution No. 18-0293.

 

On September 23, 2020, City Council authorized Supplemental Agreement No. 1 to the professional services contract with CDM Smith Inc. to provide additional engineering services for the rehabilitation of the Jim Miller Pump Station by Resolution No. 20-1474.
